Early Intervention 5% Rate Increase - Implementation

Dear Colleague:

The Early Intervention Program is pleased to announce the following timeline to implement the 5% rate increase for in-person services pursuant to Medicaid SPA #24-0041 which was approved on April 2, 2026, by the Centers for Medicare and Medicaid Services.  

Timeline to implement the 5% rate increase

• Week of May 4 - 5% rate increase files for all billing providers for their respective services and regions will be uploaded into eMedNY, the State Medicaid data system, by the Bureau of Early Intervention.  No action is required by the providers or municipalities.
• Week of May 11 - Medicaid will process the 5% rate increase for claims paid retroactive to October 1, 2024 and prospectively for new claims submitted in Medicaid Cycle 2543. 
• Week of May 11 - The 5% rate increase for claims payable from escrow will be implemented prospectively in the EI-HUB.
• Week of May 18 - Medicaid retroactive payment for providers on the early check release schedule with Medicaid.
• Week of June 1 - Medicaid retroactive payment for providers on the regular check release schedule with Medicaid.
• Week of June 8 – Initial payment of 5% rate increase for claims paid by escrow retroactive to October 1, 2024, for NYC providers.  Initial payment applies to claims paid by escrow for services rendered 10/1/2024 to 6/30/2025.
• Week of June 22 – Initial payment of 5% rate increase for claims paid by escrow retroactive to October 1, 2024, for Rest of State providers.  Initial payment applies to claims paid by escrow for services rendered 10/1/2024 to 6/30/2025.
• Week of June 22 - Second 5% retroactive escrow payment for NYC providers applies to claims for services rendered 7/1/2025 to 5/31/2026.
• Week of July 6 - Second 5% retroactive escrow payment for Rest of State providers applies to claims for services rendered 7/1/2025 to 5/31/2026. Please refer to the reimbursement calendar attached to this notice.
