State of the EI-Hub Week of December 9
Dear Colleague:
The Bureau of Early Intervention (BEI) and Public Consulting Group (PCG) continue to work to improve the EI-Hub for all stakeholders.
Planned System Updates
On December 6, 2024, PCG installed an
update to the EI-Hub. Key updates in this system release included:
- IFSP Print Updates: Added frequency units, updated data populated in the ATD and other sections, and resolved issues preventing some users from generating or printing the IFSP document. Please note, additional updates to the Print IFSP are under review.
- Child Records with more than one active IFSP: Fixed a migration issue where some child records have multiple active IFSPs. Impacted child records should only have one active IFSP.

Stakeholder Engagement
Our quarterly Early Intervention Coordinating Council (EICC) meeting was held on December 11, 2024. The Council assists the Department with the administration of the Early Intervention Program and makes recommendations to the Department regarding appropriate services for infants and toddlers with disabilities and their families. PCG provided an update to Council members and the public on the EI-Hub. They acknowledged that current EI-Hub functionality is causing a lot of uncertainty for providers, municipalities, and families, and are committed to making system updates to better serve the needs of our municipal and provider community. PCG provided updates on the following topics:

- Priority Focus Areas
- Recent System Updates
- Planned System Updates
- PCG Call Center Updates
- Key Communications Released
In addition to this update and other agenda items, members of the public also had the opportunity to address the Council in person during the public comment period, and by submitting statements to the Bureau prior to the meeting. The Council, the Department, and meeting attendees heard from a variety of stakeholders, including local county programs, providers, advocacy organizations, and parents. The stakeholder feedback shared during the meeting was greatly appreciated and will be taken into consideration when the Department and Council review policies and priorities of the Program, including the EI-Hub.
The EICC agenda, previous meeting minutes, and presentations (slide decks) are available on the BEI
webpage. All EICC meetings are webcast and available for live viewing. In addition, recordings of EICC meetings are also available on the BEI webpage. Our next EICC meeting will be held on March 13, 2025, at the New York State Convention Center, Empire State Plaza, in Albany. The meeting is open to the public. Communications
The Bureau is committed to keeping the lines of communication open with stakeholders. BEI and PCG are hosting conference calls and responding to emails from end-users, including parents, providers, and counties. In addition, we have weekly standing meetings with stakeholder groups, including provider advocates, and counties in collaboration with the New York State Association of County Health Officials (NYSACHO).
We recognize the importance of user feedback and are committed to learning from your experiences to understand what matters most as we work toward system improvements. To support this effort, the next NY EI-Hub Stakeholder Group meeting will be held on December 18, 2024. To ensure the group is comprised of diverse stakeholders, additional independent providers have recently been added as members. We know these new members will bring their unique early intervention perspectives, as we further our work toward practical, user-centered enhancements for the EI-Hub.
Provider Payments
The Bureau has received multiple
communications from municipalities and providers regarding the billing edits in
the EI-Hub and the related claims rejections. BEI has met with PCG and
determined that the following billing error will be temporarily turned off:
- F19 Rejection Error Description: ‘The Rendering Provider is not licensed. Supervising provider/therapist must be added.’
This rejection was occurring if the rendering provider is unlicensed. In such cases, the system was looking to verify that a clinical supervisor was assigned in the rendering provider's Therapist record. If the Therapist record did not have a supervisor listed and/or the supervisor's information was not included on the claim, the claim was being rejected. This edit has been turned off to allow for claims to be processed because these edits were preventing claims from being reimbursed. The removal of a system edit does not change applicable rules for service delivery. Please resubmit all previously rejected claims associated with the F19 Rejection code.
Another rejection encountered by Billing Providers is F24. An In The Loop Article, Managing F24 Billing Rejections (attached), was disseminated to stakeholders on December 13, 2024.
- F24 Rejection Error Description: ‘The rendering provider on the claim is not recorded in EI-Hub service auth, or the rendering provider is not recorded in EI-HUB as a service coordinator for SC claim.’ This billing validation is in place as a safeguard to ensure that providers have the necessary credentials to deliver the assigned services. In review of claims rejected for this reason, two primary causes have been identified: Validation of service coordination claims and therapist's license expired during the Service Authorization (SA) period.

The Loop article, outlines both causes and offers next steps for billing providers. The Bureau and PCG will continue to monitor claim rejections and make updates to the system as needed for claims to continue to be processed.
