of the EI-Hub Week of December 2, 2024
Dear Colleagues,
The Bureau of Early Intervention (BEI) and Public Consulting Group (PCG) heard your feedback regarding the system performance (speed) of the EI-Hub and on November 30, 2024, PCG implemented a server upgrade. From a technical perspective, and reports from stakeholders, response times in the system have improved.
In addition to this server upgrade, PCG also implemented several system updates on December 3, 2024, which did not require system downtime, including:
- ATD Claims: Resolved issue that prevented ATD claims from processing vendor payments.
- Duplicate Claims: The update has removed duplicate claim(s), restoring units to the service authorization, where applicable.
For an overview of the items implemented in this update, please reference the release notes on the EI-Hub Landing Page and on the Learning Management System (LMS).
Additional updates to the EI-Hub are in development to improve system performance, correct claiming issues, and to improve system functionality for counties and providers. Users can see the current list of EI-Hub Work Items identified as priority fixes on the EI-Hub Work Items and Release Notes document on the EI-Hub landing page. The order of items on the list generally represents the order of expected completion, although an item may move to a release ahead of another item if it is less complex. As timelines become available for items to be released, they will be shared in the column to the right on the release item list. As items are released, they will move to the Already Released Notes section and new items will be added to the top of the list. PCG may also release some items not identified on this list, which are urgent, for example, an item to assist in fixing claims. These items will be included in Already Released Notes.

Stakeholder Group Meeting
Our first EI-PCG NY
EI-Hub Stakeholder Group meeting was held on November 20th and focused on four key areas: provider payments and managing claim rejections, system slowness, data migration, and customer service and training. The group discussed how each issue has impacted their workflow, identified aspects of the system that were intuitive or confusing, and offered suggestions for overall improvement of system usability.
A copy of the PowerPoint slides and meeting notes, which included participant suggestions for system improvements, were shared with all stakeholders via the Bureau’s electronic listserv on November 27, 2024. The Bureau and PCG are reviewing the group’s suggestions and will share updates on their progress, along with any actionable items, at the next meeting scheduled on December 18, 2024.
In The Loop
Article – Therapist NPI Number
On December 6, 2024, the Bureau of Early Intervention disseminated an In The Loop article titled, Therapist NPI Number. Therapist records are essential to the claim approval process, as several billing validations compare the information in a therapist’s record with the data on a claim. A key identifier used in the validation process is the therapist’s NPI number. Only the therapist’s individual NPI should be listed in the identifiers panel of their therapist record – never
the organizational NPI. For additional information on this important topic, please review the entire article, which is posted on the Learning Management System (LMS).
Provider
Payments
The Bureau has
received multiple communications from municipalities and providers regarding
the billing edits in the EI-Hub and the related claims rejections. BEI has met
with PCG and determined that the following billing error will be temporarily
turned off:
- F21 Rejection Error Description: ‘Rendering provider NPI is associated with multiple individuals.’
This rejection occurs when a rendering provider has multiple therapist records in the system. As a result, the NPI number appears more than once, causing a billing error. Further guidance on managing duplicate therapist records will be provided. Please resubmit all previously rejected claims associated with the F21 Rejection code. The Bureau and PCG will continue to monitor claims rejections and make
updates to the system as needed for claims to continue to be processed.
