 Revised ICD-10 Codes for Diagnosed Conditions with a High Probability of Resulting in 

Developmental Delay (May 2026)

Dear Colleague:

The New York State Department of Health (Department) Bureau of Early Intervention is issuing a revised list of ICD-10 codes Diagnosed Conditions with a High Probability of Resulting in Developmental Delay (May 2026). This updated list includes the additions of G31.86 - Alexander disease, I63.312 - Cerebral infarction due to thrombosis of left middle cerebral artery, J96.01 - Acute respiratory failure with hypoxia and Q87.19 - Other congenital malformation syndromes predominantly associated with short stature. These codes have been included in the State Data System (EI-Hub).

For children with a confirmed disability (i.e., a diagnosed condition with a high probability of developmental delay), a full multidisciplinary evaluation (MDE) must be performed. The purpose of an MDE is to confirm the diagnosis through a review of appropriate medical or other records, with parent consent; and, to conduct an evaluation and assessment of all developmental domains to assist in the development of the Individualized Family Service Plan (IFSP). These children do not have to be experiencing developmental delays to receive specific services as the primary purpose of early intervention is to mitigate the impact of the condition on a child’s developmental progress.

In the EI-Hub, all existing ICD-10 codes are available to be added to a child’s record.
