All clients enrolled in Medicaid are given a Client Identification Number, or a CIN. This CIN is kept on file at eMedNY, along with the client’s first and last name, date of birth, and in some cases, social security number. The social security number is optional.

All of this information (the CIN, name, DOB) is entered into either the KIDS or the NYEIS system when a claim is submitted for that particular child. In order to submit a bill to Medicaid for this child, the information entered into either KIDS or NYEIS corresponding to each CIN must match the information stored in eMedNY. If there is a discrepancy between the information entered into KIDS or NYEIS and the information on file in eMedNY, you will be unable to bill for this child until the conflict is resolved.


Before submitting the bills, the EIBilling site cross checks the information submitted through KIDS or NYEIS with the information stored in eMedNY. EIBIlling locates all conflicts and keeps them on file for the provider to access and reconcile.


As a provider, when you are logged into the EIBilling site, you can easily access your CIN Conflicts by clicking “Maintenance” on the task bar, and scrolling down to CIN Conflicts.  Here, you will see a list of children who have a discrepancy in the information given by the NYEIS or KIDS system and eMedNY.  Though the two sets of information correspond to the same CIN, either the first name, last name, or date of birth differs between the two systems. As a provider, you can view these conflicts and reconcile the issue so that you can bill for this child.


As a provider, it is your responsibility to view each of these conflicts to find the discrepancy and take the appropriate action. Your bill for this child will not be processed until the correct information is entered into either KIDS or NYEIS. If this child is enrolled into the KIDS system and have received a CIN Conflict, contact the county to reconcile the information they have on file with the information eMedNY has for this child. If this child is entered into NYEIS, contact the NYEIS help desk to reconcile the information they have on file for this child with the information eMedNY has on file.


In the first example, Scott Colton, the date of birth entered for the child is not possible. Because the rest of the information matches, it is likely that this is the correct CIN number for the child. Contact the county if enrolled in KIDS and the help desk if enrolled in NYEIS so they can rectify the date of birth.


For the second example, Martin DeRosa is listed as Marty DeRosa in either KIDS or NYEIS. Since the DOB and last name is the same, it is very likely that this is the correct CIN number for the child, and a nickname was mistakenly entered into KIDS or NYEIS.


In the third example, Cliff Compton has been entered into KIDS or NYEIS as Cliff Wrong. The first name and DOB are the same, so it seems as if this is a correct CIN with an incorrect last name entered. However, as the provider, you must contact the county for KIDS or the help desk for NYEIS to rectify the last name so that the bill can be processed correctly.


In the last example, we see two different names and two different DOBs. This is uncommon, but could occur. In this case, it seems as if the wrong CIN has been entered into KIDS or NYEIS for this child. As the provider, you must contact either the county if the child is enrolled in KIDS or the NYEIS help desk if the child is enrolled NYEIS.


For all incorrect information, once you contact the county for children enrolled in KIDS and the NYEIS help desk for children enrolled in NYEIS, KIDS and NYEIS will updated their information on file. These updates will be processed through EIBilling. Once the information is correct and matched the eMedNY information, the row will disappear from the Confirm CIN Conflicts page and it will move forward to be billed.


If you think the conflict is insignificant and are positive that the correct CIN is entered for the child, you may Confirm Conflict so it may be moved forward to be billed. To do so, simply click the box in the Confirm column for the child you would like to confirm the CIN for, and click Confirm Conflict. If you would like to export any incorrect information to an Excel file, click Excel Export, and you can save the file to your computer.
